About the Project
Sol's ARC is a disability inclusion organisation with over 23 years of experience enabling Persons with Disabilities (PwDs) to access education, livelihoods and employment. We work with governments, donors and communities to create systemic, scalable and sustainable change.
The Rural Livelihoods Programme (RLP) in Maharashtra is an initiative. The programme aims to strengthen the economic and social empowerment of Persons with Disabilities in rural Maharashtra — connecting 400 PwDs to identity documents, government schemes, SHGs, livelihood training and market linkages across demonstration districts.

About the Role
The Program Manager will serve as the operational backbone of the Maharashtra RLP and facilitate the government and donor interface, the Program Manager will drive field-level implementation, ensuring that programme activities are delivered on time, to the expected quality, and with meaningful outcomes for PwDs.
This is a senior field-facing role requiring a balance of hands-on implementation and programme management. The person will spend significant time in the field—observing, mentoring, coaching, verifying data, and resolving implementation challenges—alongside planning, reviewing progress, analysing data, and reporting to the senior team.
The role will focus on supportive supervision to maintain the quality and efficiency of field implementation. This will include regular mentoring visits to oversee data collection, assess quality and timeliness, provide hands-on coaching to field teams where required, and establish a consistent cadence of reviews and check-ins with the senior team. The Program Manager will proactively identify and address emerging challenges, ensuring timely course correction and minimising avoidable escalations.This role requires travelling 2-3 times a week travel to project blocks near Pune.

What Will You Typically Do?
1. Field Delivery and Quality Assurance
  • Oversee day-to-day programme delivery across demonstration blocks — ensuring Block Coordinators and Field Officers are meeting their weekly and monthly targets.
  • Conduct regular field visits to verify data quality, observe field staff at work and provide hands-on coaching and support.
  • Ensure that PwD identification, SHG enrolment, government scheme linkages and livelihood initiation activities are progressing as planned.
  • Identify implementation challenges and resolve them — escalating to the State Lead only when necessary.
2. Team Management and Capacity Building
  • Manage and guide 1 Block Coordinators and 5 Field Officers — conduct weekly team meetings and individual check-ins.
  • Train field staff on PMIS tools, SHG facilitation, household survey methodology, livelihood modules and entitlement documentation.
  • Review field staff data submissions for accuracy and completeness — provide real-time feedback and correction.
  • Support Block Coordinators in managing their respective communities and resolving ground-level challenges.
3. Livelihood and SHG Programme Management
  • Lead and support the implementation of all necessary skill training sessions to support livelihood activity across the programme area.These may include, but may not be limited to Entrepreneurship Development Program, farm and non-farm livelihoods, SHG management, among others.
  • Oversee SHG formation, monthly meeting facilitation and financial inclusion activities for PwDs.
  • Coordinate disability access camps — working with government departments to bring schemes and services to communities.
  • Support market linkage development — connecting PwD-produced goods and services by establishing forward and backward linkages.
  • Establishing convergence with livelihood support schemes from departments like NABARD, Agriculture etc to support livelihood activities of PWDs.
4. Monitoring, Reporting and Documentation
  • Ensure PMIS data is entered accurately and on time by the field team — conduct bi-monthly data quality checks.
  • Prepare weekly and monthly field progress reports for the State Lead.
  • Maintain field documentation — SHG registers, livelihood tracking sheets, beneficiary consent forms and activity records.
  • Support the M&E Manager with baseline and endline data collection processes.
  • Collate timely narrative and financial reports as per pre-determined milestones.

KPI Success Measure

Team performance - Block Coordinators and Field Officers meet targets with quality
Data quality - PMIS data complete, accurate and submitted on time; bi-monthly quality checks pass
Quality assured Programme delivery - All key activities implemented as per applicable SoPs and Checklists.PwD identification, SHG enrolment and livelihood initiation on track against quarterly targets
Livelihood outcomes - Minimum 240 PwDs initiating income-generating livelihoods by Year 3
Reporting - Weekly and monthly field reports submitted to State Lead on time
SHG functioning - SHGs active, meeting regularly, PwDs attending and contributing

Who Are We Looking For?
  • Has 4–6 years of experience in rural livelihoods, SHG-based programmes or community development — with at least 2 years in a supervisory or team management role.
  • Has experience working with government livelihood systems — MSRLM, NRLM or similar — at the block or district level.
  • Is comfortable managing a field team across multiple villages and communities.
  • Can use PMIS/MIS systems for data entry, tracking and reporting.
  • Communicates clearly in Marathi and Hindi; comfortable reporting in english.
  • Believes that Persons with Disabilities have the right to participate, earn and make their own choices.
  • Is willing to travel regularly across project blocks and districts in Maharashtra.
  • Owns a two wheeler
