Lead Youth Transformation Across Odisha

Lighthouse Communities Foundation is looking for an experienced State Head to lead and scale our Lighthouse Program across Odisha.

This is a strategic leadership role for a professional who is passionate about creating sustainable livelihood opportunities for underserved youth. You will oversee program operations across multiple centres, build high-performing teams, strengthen government and corporate partnerships, and drive measurable social impact.

Key Responsibilities

Lead State Operations

  • Provide strategic and operational leadership for all Lighthouse Centres across Odisha.
  • Ensure achievement of program, skilling, placement, and livelihood targets.
  • Drive high-quality implementation across the complete program lifecycle—from community outreach and youth mobilization to skilling, placements, and alumni engagement.
  • Build systems and processes that ensure operational excellence, quality, and scalability.

Government & Stakeholder Management

  • Build strong relationships with Government departments, district authorities, local representatives, NGOs, donors, corporates, employers, and community leaders.
  • Represent the organization in government reviews, donor meetings, external forums, and strategic partnerships.
  • Strengthen collaborations that enhance program reach, youth participation, and employment opportunities.

Partnerships & Employer Engagement

  • Develop partnerships with employers, skilling agencies, training partners, and livelihood organizations.
  • Expand placement opportunities and support pathways for entrepreneurship and self-employment.
  • Contribute to fundraising initiatives and donor engagement.

Lead & Develop High-Performing Teams

  • Mentor and manage cross-functional teams across multiple locations.
  • Foster a culture of accountability, collaboration, learning, and inclusion.
  • Support recruitment, capability building, performance management, and leadership development.

Drive Innovation & Impact

  • Identify opportunities to improve program quality, operational efficiency, and youth engagement.
  • Use data and field insights to strengthen implementation and drive continuous improvement.
  • Ensure Lighthouse Centres remain safe, inclusive, and youth-centric learning spaces.

What We're Looking For

Qualifications

  • Master's degree in Social Work, Development Studies, Management, Education, or a related discipline preferred.
  • 10+ years of experience in NGO leadership, community development, livelihoods, skilling, education, or social impact programs.
  • Experience managing multi-location programs and cross-functional teams.

Skills & Experience

  • Strong program and operations management capabilities.
  • Excellent stakeholder engagement and government liaison experience.
  • Proven experience in team leadership and people development.
  • Knowledge of youth skilling, employability, livelihoods, and community development ecosystems.
  • Strong communication, presentation, and negotiation skills.
  • Proficiency in MS Office and Google Workspace.
