Language and Learning Foundation () is a New Delhi-based non-profit organization with the vision of enhancing equitable student learning, especially language and literacy development, through the professional development of teachers and teacher educators, building/sharing knowledge, and implementing projects in collaboration with state governments. LLF currently works with 7 state governments across the country.

Language and Learning Foundation (LLF) is a New Delhi based non-profit organisation with the vision of enhancing equitable student learning, especially language and literacy development, through professional development of teachers and teacher educators, building/sharing knowledge and implementing projects in collaboration with state governments. LLF is a system-focused and impact-driven organization dedicated to addressing the foundational learning crisis in collaboration with the national and state governments in India. Over the past 8 years, we have improved foundational learning outcomes of 850,000+ children and classroom processes of 2,50,000+ teachers and teacher educators across 8 states. Role Purpose
The Manager – People Operations will anchor the end-to-end people operations function at LLF, ensuring seamless employee lifecycle management, robust payroll and compliance systems, high-quality HR data and reporting, and meaningful employee engagement across central and state teams.
This role requires a strong blend of operational excellence, systems thinking, employee-centricity, and the ability to work closely with multiple stakeholders in a dynamic, mission-driven environment.
Key Responsibilities
1. Employee Lifecycle & HR Operations
- Manage the complete employee lifecycle from offer acceptance to separation.
- Serve as the primary point of contact for employees on HR processes, policies, and benefits.
- Ensure timely and accurate issuance of all employee-related documentation, including:
- Appointment Letters
- Consultant Contracts
- Probation Confirmation / Extension Letters
- Transfer Letters
- Promotion Letters
- Salary Revision Letters
- Resignation Acceptance Letters
- Experience & Relieving Letters
- Full & Final Settlement documentation
- Internship / Fellowship agreements
- Design and implement automated systems (e.g., mail merge, HR tools) for seamless document generation.
- Maintain accurate and up-to-date employee records and documentation repositories.
- Strengthen and standardize HR processes and SOPs for consistency and efficiency.
2. Payroll & Statutory Compliance
- Lead and manage the end-to-end payroll process for all employees and consultants.
- Ensure accurate salary processing, disbursements, and payroll reconciliations.
- Generate payroll reports, analytics, and statements as required by internal stakeholders.
- Track and support donor-wise salary allocations and reporting.
- Ensure timely compliance with all statutory requirements, including:
- Provident Fund (PF)
- Employee State Insurance (ESI)
- Gratuity
- Professional Tax
- Labour Welfare Fund
- Income Tax (TDS)
- Maternity Benefits compliance
- Support compliance frameworks such as POSH and other regulatory requirements.
- Coordinate audits related to payroll and compliance.
3. Contracting & Donor Alignment
- Track donor funding timelines and ensure employee contracts are aligned accordingly.
- Manage timely issuance, renewal, and closure of contracts in line with project cycles.
- Communicate proactively with internal teams and employees regarding contract timelines and closures.
- Support workforce planning in alignment with programmatic and donor requirements.
4. HR Data, Systems & Analytics
- Own and manage HR dashboards, MIS, and periodic reporting.
- Track and analyze key HR metrics (attrition, hiring, engagement, diversity, etc.).
- Design and administer:
- Exit Surveys
- Employee Pulse Surveys
- Satisfaction Surveys
- Lead and coordinate processes related to certifications such as Great Place to Work (GPTW).
- Ensure data accuracy, integrity, and confidentiality across all HR systems.
5. Employee Engagement & Experience
- Design and implement LLF’s annual Employee Engagement and Employee Connect strategy.
- Plan and execute initiatives such as:
- Employee Connect Sessions
- Thematic Engagement Activities
- Cross-team Interactions
- Coordinate Townhall meetings led by senior leadership.
- Conduct structured listening conversations with employees, especially in state teams.
- Travel to field locations to strengthen engagement and people connect.
6. Employee Relations & Culture
- Act as a trusted and approachable point of contact for employees.
- Address employee concerns with empathy, fairness, and confidentiality.
- Foster an inclusive, positive, and values-driven workplace culture.
- Partner with leadership to embed organisational values into everyday practices.
7. HRMS Management (HR One)
- Own and manage the HRMS (HR One) for the organisation.
- Oversee:
- Employee data creation and updates
- System configurations and workflows
- Dashboard and reporting setup
- Module management (including LMS content)
- Troubleshoot system issues and coordinate with vendors where required.
- Drive adoption and effective usage of HRMS across teams.
Qualifications & Experience
- Postgraduate in Human Resources / MBA (HR) or equivalent.
- 5–8 years of experience in HR Operations / People Operations.
- Prior experience in the development sector or multi-location organisations is preferred.
- Strong experience in payroll management and statutory compliance is essential.
