Strategic Consulting & End-to-End Supply Chain Management Solutions & Services
Integrated Medical Supply Chain, Warehousing & Distribution Project MPPHSCL (Madhya Pradesh Public Health Services Corporation Limited)
- The Project Director is the Executive Sponsor, Project Head, and single point of accountability for Ethics Group of Companies' engagement with MPPHSCL for Strategic Consulting and End-to-End Supply Chain Management Solutions & Services.
- The role exists to (a) establish and strengthen a long-term institutional partnership with the Government of Madhya Pradesh and MPPHSCL, and (b) ensure the project is implemented and operated flawlessly on time, within budget, and in full compliance with the contract, SLA, and statutory/regulatory requirements.
- The Project Director represents Ethics Group before the Hon'ble Chief Minister, Hon'ble Deputy Chief Minister, Chief Secretary, Principal Secretary (Health), Managing Director of MPPHSCL, Board Members, senior IAS officers, and other Government authorities, while simultaneously owning day-to-day project implementation and operational delivery through the leadership team reporting to this position.
- Unlike a purely governance-oriented mandate, this is a combined strategic-and-operational leadership role: the Project Director is directly accountable to the CMD and Board of Ethics Group of Companies for the successful mobilization, implementation, and continuing operations of the project, including the performance of the approximately 400-member project workforce.
Key Responsibilities
Project Implementation & Mobilization
- Own the end-to-end implementation plan: site/warehouse readiness, manpower mobilization, technology (WMS/ERP) rollout, and transition from incumbent/legacy systems.
- Ensure the approx. 400-member project team is recruited, trained, and deployed against an agreed organization structure and timeline.
- Drive readiness reviews and go-live sign-off with MPPHSCL, and manage risk mitigation during the transition/stabilization period.
- Report implementation progress and risks directly to the CMD and Board on a defined cadence.
Operations Leadership & Service Delivery
- Hold full accountability for day-to-day operations across warehousing, inventory management, order processing, and distribution/last-mile delivery to health facilities across Madhya Pradesh.
- Direct the Deputy Project Director / Project Manager (Operations) and functional heads to meet all SLA and KPI commitments (fill-rate, order-to-delivery TAT, inventory accuracy, cold-chain compliance, stock-out rates).
- Ensure GDP (Good Distribution Practice) compliance, cold-chain integrity for vaccines/biologics, and adherence to drug-warehousing regulatory norms.
- Institute 24x7 operational control-tower monitoring (via ERP/WMS dashboards) for real-time visibility of inventory, dispatches, and exceptions.
- Approve staffing, shift, and contingency plans to ensure uninterrupted supply of medicines and health commodities, including during emergencies/disasters.
Government & Ministerial Relations
- Meet regularly with the Hon'ble Chief Minister and Deputy Chief Minister whenever required.
- Maintain strategic engagement with the Chief Secretary, Principal Secretary (Health), Additional Chief Secretary, and MD, MPPHSCL.
- Represent Ethics Group during executive reviews, policy discussions, and steering committee meetings.
- Build institutional confidence and long-term partnership with the State Government.
Strategic Governance & Compliance
- Provide executive oversight of contract performance, project governance, financial health, statutory/regulatory compliance, risk management, customer satisfaction, and business continuity planning (BCP).
- Review the monthly/weekly Executive Dashboard consolidated SLA, KPI, financial, and risk data from the ERP/WMS and direct functional heads on corrective and strategic priorities.
- Chair contract, quality, and risk governance forums (see Governance Framework).
Policy Advisory & Healthcare Supply Chain Transformation
- Advise Government leadership on medical supply chain optimization, digital warehousing (WMS-led slotting/inventory optimization), AI-based demand forecasting, cold-chain enhancement, and distribution network optimization.
- Sponsor warehouse modernization initiatives automation, IoT-based tracking, RFID/barcoding and disaster-preparedness/emergency-response logistics protocols.
Corporate & Government Advocacy
- Represent Ethics Group in cabinet-level reviews, ministerial meetings, MPPHSCL Board interactions, State healthcare forums, public sector conferences, and strategic policy discussions.
Business Growth & Renewal
- Identify opportunities for expansion of healthcare/supply chain services, new Government contracts, process innovation, technology implementation, and value-added services.
- Lead contract renewal/extension strategy and commercial negotiations for scope changes.
People Leadership (400-Member Project Team)
- Provide strategic and operational leadership to the Deputy Project Director/Project Manager and all functional heads, and through them to the full project workforce of approx. 400 personnel.
- Drive a culture of integrity, innovation, accountability, collaboration, customer centricity, and operational excellence.
- Own manpower planning, performance management, succession planning, and retention strategy for the project team, supported by the dedicated HR & Administration function.
- Be supported by dedicated support staff (Executive Assistant, Project Governance/PMO Coordinator, and Liaison Support) reporting directly to the Project Director for scheduling, documentation, MIS/dashboard preparation, and Government liaison coordination.
Project Operational Details
Project Scope
- Strategic consulting and end-to-end supply chain management solutions and services for MPPHSCL, covering procurement support, warehousing, inventory management, distribution, and last-mile delivery of medicines, medical consumables, and health commodities across Madhya Pradesh.
- Coverage: State-level central warehouse(s), divisional/district-level distribution points, and delivery to Government health facilities (hospitals, CHCs, PHCs, sub-centers) as per the MPPHSCL contract scope.
- Technology backbone: ERP/WMS-driven inventory management, demand forecasting, order management, dispatch planning, and real-time tracking; RFID/barcoding and IoT-based asset/vehicle tracking where applicable.
- Cold-chain infrastructure and monitoring for temperature-sensitive vaccines, biologics, and pharmaceuticals in line with GDP and statutory drug-storage norms.
Organization & Manpower Structure (Indicative — approx. 400 personnel)
Experience
- 20–25 years of senior leadership experience, with at least 10 years in large-scale supply chain, warehousing, logistics, or healthcare distribution operations.
- Proven success in Government, Healthcare, Infrastructure, Logistics, or Public Sector projects, including direct P&L/operational accountability.
- Demonstrated experience leading large workforces (300+ personnel) across multi-location operations.
- Demonstrated experience working with Ministers, Chief Secretaries, Principal Secretaries, IAS Officers, and PSU leadership.
- Strong understanding of public procurement, governance, contract management, and healthcare systems, including SLA design, GDP compliance, and cold-chain regulatory requirements.
Education
- MBA / PGDM / Master's Degree in Business Administration, Supply Chain, Engineering, Public Administration, Healthcare Management, or equivalent.
- Executive leadership certification or advanced management programmer preferred (e.g., a general or executive management programme from a recognized business school)
